Depression-era financial institution robber John Dillinger's appeal and audacity endear him to a lot of America's downtrodden public, but he is also a thorn in the aspect of J. Edgar Hoover and the fledgling FBI. Desperate to seize the elusive outlaw, Hoover makes Dillinger his first Public Enemy Number One and assigns his high agent, Melvin Purvis, the process of bringing him in useless or alive.
